PS CS5.1 I just had to save for web instead of a regular save.

Huh. I was actually assuming Kite, but the background is very... bright? That its a big odd / distracting.

Also when you do save for web. If you're in the save as JPG, slowly lower the quality one by one if you want to get the 'highest' quality below 20kb. Visually hard to differentiate, but still can do.
You should be able to see the preview and size in the window.

Surprisingly, doing the save for web allowed maximum jpeg quality while still being below 20, while just doing a save as jpeg didn't.

I'm not sure what the background is. I just was looking around for Azure Kite pics on google and found that one.

A regular save does extra things that can be omitted from saving for web. One of that is to preserve the color index. This is useful for editing again afterwards as it preserves more data of the image. This however adds to the image size. You can also keep it in the save for web, just have to click the check box.
