Ok, so my setup is 2 fists from normal Vaults. I have dancing steel on my main hand and windsong on my offhand. The enhancement shaman I raid with got the fist from HoF yesterday and wanted me to enchant it with dancing steel to use for his offhand.
After some discussion, he explained that he has seen 2 separate buffs up at the same time. From what I've read, I thought the offhand procs only refreshed the duration of dancing steel if it was already present, making windsong the better choice. Now I'm confused on which to use. Any suggestions or links to some info would be appreciated!

It was changed recently. You can get 2 separate procs, meaning 2x dancing steel wins. Think it was in 5.1? See patch notes.
