A few days now i cannot see any player or npc in the Shrine of the Two Moons City , when i take the portal to Orgrimmar,although, i can see everything ,both players and npcs.
If you're on the last part of the... Golden Lotus(?) dailies, everything is phased and you won't be able to interact. A friend of mine hasn't killed the guy at the end so he's stuck in the phase too.
