The update to Malevolent Gladiator's Badge of Victory - Trinkets - Armor - Items - WowDB makes it extremely good.
It doesn't say unique on it so 10210 strength every 40 seconds, lines up perfectly with all cds and gloves/execution sentence.

Even if they are not unique, just like every other trinket or item in the game, if you have more than one and use one of them, it puts them both on CD. Also, VERY rarely can you use 2 pops simultaneously. Example: gloves cannot be used while a trinket is popped
If your only question is what is the destination, you need to think more about the journey.
allso tooltip wasnt changed, only the cd.. the made it half the strenght on half the cd to reduce burst a bit in pvp.. if u read the patchnotes.. so no 10k strenght.. if u would be able to use 2 it will be just as it is now, but on 1 min cd..
Taken from blue post:
For example: The Dreadful Gladiator's Badge of Victory will shortly provide 2553 Strength once every minute, instead of 5105 Strength every 2 minutes. Please note that due to limitations in hotfix technology, the item tooltips and buffs will still incorrectly display the original stat value of 5105.

If you pvp you should already have it and if you are talking pve it has no primary stats of use. That means you could be throwing out 1k haste for a proc that is slightly more strength. Its a loss no matter what.
for PVE reasons, would being able to have a higher uptime on the reduced (2500str) buff every 1 minute be better than a 5k str buff on a 2 minute cooldown or does it equal out?
By OP's request and to prevent further misunderstanding, I am closing this.
