As with any class or role, it all really depends on who is behind the controls.

That's a terrible answer. Your statement is only semi-true but it is also not relevant to this discussion at all. When discussing what class is best, you don't consider the player as a factor, only the class's full potential and currently disc blows everything out of the water.

They already did nerf MW. BrM might need some damage nerfs. WW needs work.

Funny how people say Shamans are best Cooldown-wise.... until they realize that Spirit Shell is acutally a CD. But it is so strong that it pushes overall HPS so hard that it looks like it's a normal healing spell.

Spirit Shell is both the strongest Healing-Spell AND the best Healing-CD. I really don't know why it wasn't nerfed together with monks.

Generally all Healing-Specs look pretty equal right now except for priests.
Monks and Druids are still pretty much pure HPS-Healer, Shamans have good CDs and Support, Paladin is a great Allrounder... and priests are best at everything, but maybe it will get nerfed.

Bring the Player, numbers on meters are one thing but a good mix is what a team needs. Depends more what you mean about best in pve.

distinction needed between Holy and Disc, as it is now Holy is one of if not the weakest healer in 5.1. Disc is ridiculous atm yes.

With these static pandaria manabars holy priests are not catching the other healers as gear gets better which is a huge problem. (with increasing manabars that is what used to happen in every expac).

Holy certainly isn't the weakest spec at the moment, it's about on par with shaman and better than druids. The problem is that there's no good reason to go holy when disc is so much better on almost every fight. Tsulong is the one major exception.
