I think making a second account after the first has been banned causes the second account to be perma-banned (and possibly the first one as well).
Also, the new accounts that just copy-paste other people's posts 10 times, just so they can make an advertising thread with a link in it.
I'm not sure if I've seen a troll/flamer get perma-banned, just end up with a ban so long people forget about them for a while.
