Kinda reminds me of a fourth-of-july I spent in downtown Chicago. When we got back on the train late that night, a guy came walking through shouting "Heeeeyyyyy Who's got some BEER to give me!" with a woman running behind him visibly upset at him.
A few minutes later, the guy and the girl came back into the car - escorting a man in handcuffs. I actually couldn't believe somebody fell for that trick. :P

As far as I know, yup. On the CTA, food and drink of any kind is not allowed to be consumed. Public alcohol imbibing is against Chicago law, except at certain venues like fests and sports.
