One question about change home world

Hi, sorry I know this stuff have been asked before and I have been searching in google and other threads but I want to be 100% sure.
If I pick a home world does that means I cannot change my home world unless I pay? even if I don't want to transfer the characters? ( like in WoW where you can pic any server but your characters will stay in their server )
also If I delete all my characters and I change my home world without paying?

Currently you can switch home servers every 7 days without cost. That will change sometime in the future, eta unknown.

thanks for the answer also just another question again just to be sure ( my english is not very good that's why I doubt a lot if I got it right ) even if me and my friend are in different servers we can still quest together but we can't pvp together right?

atm you can only run dungeons together and do sPvP together with your friend. you will not be able to quest together or do WvW together if you are on different servers.
