    Will a 7950 max games?

    I mostly want to know if it can max Rift and Guild Wars 2 during huge events with like 75+ players on the screen at 1920x1080. (paired with a i5-3570k)

    You'll be fine with the 7950. You'll definitely want to OC your cpu if you haven't already to get extra performance since these games are very cpu demanding. Here's a build thread for reference. A 7950 will easily overclock to ~1100 mhz which puts it at 7970 GHZ stock settings from what I've seen.

    Both games will be CPU capped even with a cheaper card such as Radeon 7870.

    It means that getting a better graphics card than a 7870 won't improve the performance if you stick with the same processor.

    So if I save money and buy a 660 ti instead of a 7950 I will still get the same performance?

    660 TI and 7950 are, I believe, virtually equal in terms of performance. Basically comes down to your preference between NVIDIA and ATi since their prices are also about equal. I went 7950 and am happy with the decision. Overclocks beautifully. But, as others have said, processor needs to be OCed. I have mine at 4.2. Going to 4.4 resulted in about 15fps increase in WoW... but who notices the difference between 75 and 90fps?
