Operation: Shieldwall trinket?

How does the O:SW trinket stack up against the Blossom of Pure Snow trinket and the RF versions of the Sha and Elegon trinkets?
I don't actually have the 2 RF trinkets so I'm wondering if its worth it to spend the Valor for the O:SW trinket, especially considering I am under the haste soft cap and the trinket will allow me to reach the cap.

Edit: Is there a website that has gear rankings? I usually use MaxDPS but their list seems incomplete.
