Ask yourself the question instead, do you think it is cheating? If the answer is yes, there you go. If the answer is no, there you go. Based on taking the time to make this, you think it is cheating but want to either be reaffirmed of it or want to be talked out of being mad at her.
More importantly than a kiss, someone was probably driving drunk. Stop that shit, zero tolerance for drunk drivers.
It's cheating, they're sharing an intimate moment that lasted 1 minute as you described. If my girlfriend kissed another girl and it lasted a minute, I would consider it cheating and give her the cold shoulder, letting her know that it's not okay to kiss other people like that when you're with someone. When drunk I still have control over my actions and so do many others in this world, so I don't see why she can't do the same it happened entirely on her own will. If she doesn't consider it cheating but then plays double standard saying you can't do it to another person, then obviously she thinks it's cheating, just not when she's doing it which is pretty immature.
And the fact she did it while you guys were all hanging out together, just shows you how much care she has for your feelings and the relationship, you went away for 3 minutes and she couldn't keep her mouth to herself, that's silly.

If you consider it cheating then it is cheating. Sounds like you need to have a talk with her about what is 'cheating' and what isn't since she doesn't consider it cheating. Communicate that you cant handle her making out with anyone else and go from there. If that isn't acceptable to her then what are the two of you doing together?

Difference between Pansexual and Bisexual is that a Pansexual finds gender irrelevant, whereas a Bisexual is attracted to *two* genders and they identify both, but in this case Pansexuals don't care for genders, they don't identify a person as a male or female. It seems silly but eh, to each their own.

If scale 1 rates between a 1 and 4, then I dump her then and there.
If scale 1 rates between 5 and 9, then see scale 2.

If scale 2 rates between 5 and 8, ask to join
If scale 2 rates above an 8, ask if she wants to make that a regular thing.
If it crosses a boundary in your relationship and hurts you than yes, it's cheating. In some relationships, people don't mind or even like this behavior, but if this not okay in YOUR relationship, than I would have a serious, sober, talk with her about it and go from there.
Just as an aside, my husband has told me making out with other women is cheating to him, because it's an intimate act that should only be shared between the two of us. I completely agree and will never do so with another woman (and, of course, other men) despite the fact I'm bisexual. When you enter into a monogamous relationship, your sexual orientation is no excuse for that behavior if it's crossing a previously set boundary.
Also, good for you about not wanting to hear about the "two girls kissing is hawt thing", there's not enough men with this mentality.

I think it might be a combination of instinct and media. We're hardwired to want to find the proper mate for our DNA (often times the most attractive), and our media throws the idea that only attractive women ever kiss each other at us, so we get a distinctly attractive image in our head when we think of it.
Yea, I agree with that. Also, if you look up lesbian porn, almost all of it are insanely sexy women, which is of course what instantly pops into people's heads when the topic of women kissing is mentioned. I get it, it is hot, but listening to how some men carry on about it is really annoying.
It's cheating. Regardless of if it was hot or not (it's irrelevant), you seem to feel your trust was betrayed. That is the very essence of cheating.
