Clear rules that you stick to. Nothing tears a guild apart faster than situations coming up where you have to enforce new rules and then decide if you need to backdate it or not.
Also talk in trade, join random groups, and be helpful. Get people noticing the guildtag for all the right reasons, and that will help dividends. Right now not many people will want to join a level one guild, so you could open doors to help people get used to the game, offer free repairs to a certain amount, general boons to set you apart from others.
But also have clear rules of what you are aiming for, so people don't get dissappointed.
