Create your alliance character and send a mail. They fixed that if I am not misstaken.

If they're on the same server you can just mail them, I believe.

They didn't "finally change it".. It have been working like this, since early/mid-WotLK, i.e. 3+ years by now...

Heirlooms were made cross-faction compatible at the launch of 3.2, when they also allowed people to play both factions on PVP realms.
