Opening CD's on AoE Fights

Have a question about opening CD's for AoE fights such as N: Wind Lord (till adds are dead). For your opening rotation on the pull do you want to go straight into HB spam w/CD's (Pillar, Potion, Blood Fury) blown? Or do you want to do a single target rotation till all CD's are finished to try and get off a bunch of KM:OB's...then start AoE rotation when CD's are expended? This is for 2H Frost not DW since I know HB is stronger with DW.

Just play 2H with DW priority until 600% burn, then play 2H priority during burn
