I just do math. In both case, you can pre-cast. It's even easier to pre-cast in the new version because of of the longer duration.

For those who want to know, it need 41.19% haste for the 2 versions to have the same benefice.
I can't calculate gameplay, lag, etc but a shorter castime with a longer duration can only make it better to use even after this break point.

With 10% haste - must have due to haste cap, both versions will give you 10% with my math. Nevertheless, precast wins for me, too. :-)

Ok, I just check my calculation and I wrong. So yes, it's a nerf. Even I can do mistakes.

But, what did we want at first ?
A gameplay change, if I not wrong.
We all demand a 3s channel with a 60s duration for the last 6 mounts. And now, we are here to see if it's a nerf or not?
