Well yea it's not a head enchantment....but an...augmentation to the headslot wich give you a proc and/or stat. Makes sense
Could be a vanity item that makes your helm glow or something.
Casters: Airbubble around your head. Gives permanent underwater breathing and constant heavy breathing sounds from your character.
Healers: A halo, with another halo ontop. Gives permanent slowfall. Cannot be cancelled. Ever. Not even by taking off the hat.
PhysDPS: Angry, angry fire effect. Removes all hair permanently and the damage ticks keep you in combat perpetually.
Tanks: Increases armor rating by wearing a boulder on your head. Permanently switches your view distance to Lowest + "drunk" blur.
Looking marvelous in velvet.
Maybe something like an additional socket ?!
It says "a new headgear enchantment, the Crown of the Heavens". So, it will be a Crown of the Heavens... Probably just a glow or balls of light floating around your head.
Rubbish, if it's not an enchant, then it's not an enchant, Gems adds stats and increase performance, and can use them on a headpiece, but they're not enchants, so abit silly to call anything that adds stats or increases performance enchants, My Tinkers improve performance, but they're not enchants either, see where i'm going with this?:P
Tinkers are enchants; just ones that sometimes stack with other enchants.
Gems are nothing like enchants. Some of the differences are gone now (like the interplay between gems and the meta gem), but we still have socket and gem colours, different gem slots (normal, prismatic, meta, cogwheel, legendary), and - most importantly - gem slots cost item level. Also they're not customizable (wether you have gem slots or not is not up to you, excluding the gem slots that you can add, which I could consider enchants; you are enchanting your belt when you add a gem slot to it, and the same goes for BS bonus gem slots, etc).

yes. not from player-enchanters, but rather they were very specific enchantments that came from very specific NPC enchanters.
most were called Arcanum which would imply secret knowledge so that's why WE can't do them.
the problem is, over time we as players have come to shove all player buffs under the heading of "enchantments" and we've been doing that since before WoW.
now, a lot of game have systems where enchantments ARE the only way to get those buffs, also some of the buffs have awkward names in wow like armor patches.
it's easier to simply call them all enchantments, or enchants, or chants. that makes the term colloquial, not correct.
gems, tinkers, spellthreads, inscriptions, etc, etc are all buff or augments but are not technically chants even if we refer to them as such for ease of communication.
Someone once said it was an enchant for the head of your weapon. Which given the fact we still have the whole "legendary weapon" thing this expansion... sounds about right now.
T14 we got primary stat gems, T15 we get secondary stat enchants, T16 we get the legendary.
