Tribal cultur is a form of government.

But we can go further back beyond that, where everyone was responsible for his own survival, but at that point, it's ironic we are discussing this on a platform dedicated to a hobby, something you don't have much in such enviroment, but you have freedom, until the wooden mace of your neighbour ends it.
