question regarding touch of death

Playing a mage and I got hit by something recently. Couldn't actually believe the number I saw.

The footage is from a battleground.
Instantly checked the spell "Touch of Death" on wowhead: "You exploit the enemy target's weakest point, instantly killing them. Only usable on non-player targets who have equal or less health than you."

Well maybe I am not able to read and understand English here, but it cleary points out that it's only castable on non-player targets.
Would have died anyway but I'm kinda interested now.

Hope that somebody can explain this to me. Btw I know very few things about monks and have ~9000 res if it matters to you.

Monk PvP 4 set. Let's them use it if an enemy is at 10%. Not really any better or worse than execute.

With the pvp 4pc, you can use it on targets with less than 10% HP, which looks like the amount you had.

Touch of death is a monk power.

Thier PVP 4pc (http://www.wowhead.com/itemset=1120) let them use it on players who're under 10% health like a warrior's execute.
Unlike Execute, it's got a hefty cooldown.

If i recall correctly, the 4s makes you able to kill anybody under 10% hp instantly.

Basically if you have 10% hp or less against a WW monk who has the 4 piece you're dead. Nothing can stop it afaik.

No one explicitly said it, so for your benefit I'll explain that big number: Touch of Death is suppose to do exactly your maximum HP to an enemy. It just happens to be overkill with the PVP set. (Unless I'm mistaken, that makes Purgatory for DKs a guaranteed death sentence.)

EDIT: Anyone else find it hilarious just how many times people will see the question in the title and answer it without realizing it's been answered repeatedly with almost the exact same wording several minutes ago?

It's also worth noting that it has a 1.5 minute cooldown and costs 3 Chi (which they could have used to BoK you to death anyways) or if it is glyphed it's a 3.5 minute cooldown with no Chi cost. It's quite fun and has some specific good uses in PvE, but in PvP it's basically just a regular execute.

Well as they are a 90% reduction and the person has to be 10% HP and it does your HP damage to them, then it's to be expected that they would not save you.

It's also worth noting that it has a 1.5 minute cooldown and costs 3 Chi (which they could have used to BoK you to death anyways) or if it is glyphed it's a 3.5 minute cooldown with no Chi cost. It's quite fun and has some specific good uses in PvE, but in PvP it's basically just a regular execute.

Man. Reminds me of the video where a warrior intervened his warlock I believe. And just fell over from 60%. Anyone have a link to it?
