Even with PPM. This benefits far more to Fury because of the mastery.

I just thought about it but... The 4P bonus is really bad in R25. :/
You want to use the banners of each warrior one after another, but if you have the 4p bonus it's an individual dps loss.
Bloodsurge is not a bad change meaning more rage conserving.
Latest tweets sound a bit concerning - I really hope they don't break something in their pursuit of making haste better.

Haste>Mastery was NEVER the case for Arms. This misconception was most likely a result of bad programming, lack of analytical insight, incorrect rotation logic, or failure to realize Arms' shallower Mastery Conversion. In fact, Mastery was around 60% better than Haste.

It might be that haste's value got up on sims for some characters because how bloodbath and weapon enchants work. In reality I can't see how haste can be any better than mastery, when it scales so horribly itself from the haste rating. Not that mastery is any better for Arms, both feel so empty as stats on gear.
