How do we spot a wintrader, and how can we get rid of them?

Today I decided to check the US ladders for top rets and prot, hoping to get some inspiration to see how viable we were for PVP. And check this out,

I won't name and shame, but what I see is a 372* GREENS geared Ret pally at 3.1K rating, with 780 achievement points. She also apparently, in ONE FINE DAY in december got:

I mean, I've had good days in PVP, but this is just LOL. You'd think they'd at least try to be subtle about it. What's being done about this?

*Yes I mean 372, not 472. Starter mop greens.

My serious question is how realistic is it to get 2.8K+ rating from RBGs in about 40 games (most of the 2.5K+ people have win/lose ratios like 23-8, 10-16, 22-11). This is so we know where's the threshold for reasonable doubt that they're wintrading. Is it 80+ games?

Even legit teams don't have 3.1k rating.

People sell 3k+ rating for around 400 euros so its nothing special really.

It's pretty much impossible to get that rating with that gear unless you are either wintrading, or being boosted by some shady RBG boosting service.
I'm only sitting on 2.6k now, as a legit multi hero of the horde.. If I look at my own realm, there are people with more rating then me, that have never set foot in arena, that seem to have extremely little pvp experience, many of them don't even seem to have proper pvp gear...

Just looking at the win - lose says a lot... I see people with 31-10, 26-1, 23-3, etc. Myself I'm on 272-54 and rated below them, makes perfect sense.
