By Soul Harvest I think they mean the Talent Dark Regeneration.

Soul Harvest is just a passive health gain out of combat wheras Dark Regeneration is the on use ability that makes the purple swirl you mentioned.

No they meant Soul Harvest, he was talking about the Cata version.
