Why would you need to track this. Debuffs, okay. ICDs, okay. I never had to track friendly player CDs when I was raiding in Cata.
Grid tracks PoM, PW:S, Weakened Soul, debuffs, need-to-be-dispelled shit, and all of that for me. Power Auras lets me know when the tank pops CDs so I don't stack mine unless necessary. nibPointDisplay succinctly tracks Evanglism stacks.
I don't sacrifice functionality for minimalism, but I do make calls on what needs to be seen and what doesn't, and what needs to be seen only takes up as much space as it needs, no more. Short-duration buffs show up next to the lower-left hotbar, for example, and I could easily add support for trinket ICDs if I needed to exploit them for mana regen or throughput. They're small, yes, but they tell me what I need to know, when I need to know it.
I go nuts with keybinds. The only things I don't have keybound are convenience spells like portals. Even if I'm playing a DPS DK, I want to have Taunt, just in case the tank dies, because I can take a one or two more hits than someone wearing tissue paper.
