Yeah, that's rather annoying. The worst thing is "Oh, you finally got the item! Give it to the person literally 2 steps next to me. What? You think I can walk there? Sorry, I can't, NPC duties and all"

It's mostly for stream-lining quests so you don't miss anything along the way, I suppose.

Not just that one, but yes. It's silly that I'll be told to see someone, be told to talk to someone else by them, be told to talk to a third person, be sent back to the first person, then finally get a real quest. All these people are within 30 feet of each other, no less.
