I've always been in favor of increasing penalties, including making it easier to get the death penalty.
Intentional murder = automatic death penalty. Defense gets one year from sentencing to prove innocence. Will there be accidental executions? At first, yes. Give it a few years, and the accidental ones will dramatically reduce.
Negligent murder (accidental) = time in prison
People who use drugs are no longer eligible for prison time and instead face heavy fees that increase with each charge (would open up a shit ton of prison space in the country.)
Yep. It's not a pretty way to solve things, but harsher penalties will dampen crime rates
