Interface bug ?? HELP

Hi guys i got some interface bug i think.
When i am tanking sometimes my skills like LAG i dont know. I keep pressing them and they wont go off.....
I revorded video of it today:

look at skills spinning around and around..

I tried many things and cant figure that one out...
Its only when im tanking single target or aoe. Skills dont matter all of them dont want to go off sometimes.
I got secure ability toggle off
i got custom latency set at 30ms
I got Vsync on but does not make difference

I run 60mb connection 20-30ms in raids
I got 2500k@5ghz + 7950@1200mhz water cooled. Max temperatures 65cpu 45gpu
Windows and Wow is installed on SSD.
On 2D 64bit client i got like 100-160fps in raids
On 3D 32 bit Client i got 30fps+ in raids.
Cpu and gpu got spare power from what i seen on task manager and msi afterburner.

Any ideas what options 2 check ?? Or any ideas at all ??

ps. I know this interface looks un organised but its what i play for years....

What you're describing isn't an interface issue - it's a connection problem. Occasionally the internet is just a bitch. It means the connection has been temporarily broken or is congested.

It has nothing to do with your personal internet connection - it's everything to do with The Rest Of the Internet, really. Specifically, what's between your ISP's main connection system and the WoW server.

You could try Leatrix Latency Fix, could of IRL friends of mine have had similar problems to you.
