    * 2.2 In-Progress Notes Set #2 - 23/1/13 *

    GENERAL

    * PTS ONLY: Added sub-30% hitpoint dummies to the Dummy Foundry.
    * Tier 2 PvP Planar Attunement is now available.
    * Increased Planar Attunement level cap to 1072.
    * PA: Swift Saddle Planar Attunements now function as expected!
    * Fixed a whole bunch of artifact locations that were unreachable due to ground or other objects!


    ZONES

    * Adjusted the boundary between Morban and Steppes of Infinity, so all parts of Arcanum Conservatory and Camp Skyburst are within Steppes.
    * Instant Adventure: Experience and Notoriety rewards are now boosted for larger IA groups.
    * Instant Adventure: Adjusted Instant Adventure bosses to be easier for small IA groups.

    STEPPES OF INFINITY

    * Zone Event: Shattered Earth: Fixed a case where some players would not receive rewards after participating in this event.
    * Zone Event: Fortress Defense: Removed some extraneous visual effects from the boss fight to help improve performance.
    * Added Rift-closing IAs to Steppes of Infinity.


    SOULS

    CLERIC

    DRUID

    * Spirit of Upheaval and Spirit of Asphodel are no longer on global cooldown, but will share a 1.5-second cooldown.

    INQUISITOR


    * Perseverance: With points spent in Determination, Perseverance now grants immunity to Knockback, Snare, Root, and Interrupt effects.
    * Scourge and Vex can now stack with each other.

    MAGE

    ELEMENTALIST


    * Volcanic Eruption, Prismatic Volley: Increased damage.
    * Synergize: No longer on global cooldown.

    NECROMANCER

    * Parasite: Increased the damage dealt by the spawned Parasitic Leech.
    * Putrify: Can now proc off of any damage. Previously, this only procced from damaging abilities that applied Deathly Calling.
    * Lich Form: Reduced the Charge consumption rate.

    PYROMANCER

    * Improved Flame Bolt: Now only increases Spell damage, and no longer affects melee attacks.
    * Combust: Damage reduced.
    * Flame Sigil, Extinguish, and Fusillade no longer consume Combust stacks. These three abilities now also share a 10 second cooldown.
    * Fulminate: Now receives a 15% bonus for each stack of Combust on the target. Down from 25%.

    WARLOCK

    * Prion's Warlock Crystal: Fixed the 2-piece bonus not being removed when Contaminate expired or was turned off.
    * Prion's Warlock Crystal: Fixed the 4-piece bonus not being removed if Warlock Armor was removed.
    * Expanded Contagion: Now causes Radiate Death to spread Atrophy in addition to Life Leech and Necrosis.
    * Void Barrage: Will now refresh DoT effects at the start of the channel. Reduced cooldown to 20 seconds.
    * Void Decimation: Now increases the damage of Void Bolt and Void Barrage by 2.5-12.5% per Death DoT on the target.
    * Fixed a case where Salvage Corruption and Deathly Pall could be used to apply Death's Door to a target with greater than 50% health.
    * Flame Sigil: Reduced duration to 15 seconds. Now has a maximum stack size of 5.
    * Backdraft: Will now proc Quick Thinking if you have points spent in it.

    ROGUE

    ASSASSIN

    * Serrated Blades and all weapon poisons can now critically hit.

    BLADEDANCER

    * Twin Strike, Compound Attack: AoE radius increased to 7 meters, up from 5.

    MARKSMAN

    * Electrified Munitions, Static Shock Munitions: Can now critically hit.

    NIGHTBLADE

    * Weapon Flare, Fiery Chains: AoE radius increased to 7 meters, up from 5.
    * Ignited Weapons and all weapon enchantments can now critically hit.

    RANGER

    * Concussive Blast: Now affects up to 5 targets, up from 3.

    WARRIOR

    BEASTMASTER

    * Loyalty: Now heals the Warrior for the correct amount.
    * Ties that Bind: Also reduces the cost of Beastmaster abilities by 2-6%.

    CHAMPION

    * Chains of Death: Can now critically hit.
    * Chains of Life: Corrected typo on tooltip.


    PARAGON
    * Sweeping Blades: Duration increased to 15 seconds.
    * Shifting Blades: No longer tagged as a Spell type ability.
    * Death Touch: Fixed the damage effect from Death Touch not being stackable by multiple Paragons.
    * Strike Like Iron: Now increases damage dealt by 7-21% based on Attack Points consumed, up from 5-20%. Duration increased to 20 seconds.
    * Devoted Training: Now increases Strength by 2-10%, lowered from 3-15%.
    * Precise Strikes: Increases damage of Swift Strike, Reaping Harvest, Setting Moon, and Flurry by 8-16%, up from 7-15%.
    * Calliope's Paragon Crystal: Now causes the target to take additional damage only from the Paragon and not all attackers.

    RIFTBLADE

    * Rift Barrage: Fixed Rift Barrage benefiting from the effect of Fork when it shouldn't.
    * All Burst finishers have had their cost and damage reduced. They are no longer on global cooldown by default.
    * Quick Burst: Functionality changed. Now increases attack power and weapon damage contribution on all Bursts by 25%. Their costs are reduced by 25%, down from 35%.
    * Synergy: Also increases the damage of all Finishers by 5%.
    * Blade of the Ascended: Now also increases all damage by 30%.
    * Fiery Burst: No longer tagged as a Spell ability.
    * Flame Spear: Damage reduced.
    * Storm Blade, Elemental Touch: Can now critically hit.
    * Calliope's Riftblade Crystal: Fixed the debuff from the 4-piece bonus not being stackable by different players. No longer increases the damage taken from Coda of Jeopardy, Spotter's Call, or Illuminate.

    TEMPEST

    * Evasive Redirection: Corrected a tooltip bug to indicate that Evasive Redirection will last up to 12 seconds, regardless of the number of Attack Points used.
    * Distracting Pulse: Should now be blocked by buffs and abilities that prevent interrupts.
    * Bioelectric Enhancement: Now increases Strength by 2-10%, down from 3-15%.
    * Grounded: Functionality changed. Now deals additional 2-6% damage with ranged attacks while standing still, and increases the damage of all Tempest abilities by 2-6%.
    * Stormbringer: Damage increase to Charged Pulse, Lightning Torrent, Storm Torrent, and Electricity Cascade changed to 7-21%.
    * Double Pulse: Damage reduced.

    WARLORD

    * Tactical Surge: Now lasts for 10-30 seconds, depending on Attack Points used. Increased from 5-25 seconds.
    * King of the Hill: No longer knocks back the target.
    * Ready Posture: Removed 20% reduction to damage dealt.
    * Offensive Surge: Functionality changed. Now increases the duration of your Surges by 33-100%.
    * Everything is a Weapon: Now increases attack power and weapon contribution by 25%, down from 30%.
    * Arterial Strike: Fixed a bug with this granting an Attack Point when it shouldn't.


    PVP/CONQUEST

    * New PvP consumables have been added to Mercenary Burke in Tempest Bay.
    * Ascended Courage: Now displays the items whose stats are replaced while in Conquest. The buff can no longer be seen on you by other players.
    * Teleporting to a Dimension from an active Warfront now applies the Ascended Disgrace debuff.

    * Nysyr's Rebuke: Damage reduced.
    * Scourge, Vex: Damage increased.
    * Spiritual Scrutiny: Now a 1-hour buff. Reduced the armor and resistance penetration it grants to 20%. Now reduces the casting time of Bolt of Judgment by 1.5 seconds.

    JUSTICAR
    * Mien of Leadership: Increases threat generation by 200%, down from 350%.
    * Increased the base threat generated by Justicar melee abilities.


    MAGE

    CHLOROMANCER
    * Essence Conversion: Corrected this ability improperly consuming stacks of Healing Balance.

    WARLOCK
    * Void Decimation: Now increases the damage of Void Bolt and Void Barrage by 2-10% for each of your Death-based damage over time effects on the target.


    WARRIOR

    PARAGON
    * Deadly Parity: Fixed a bug where Deadly Parity is incorrectly including weapon damage in the final damage calculation.

    TEMPEST
    * Empower: Now increases the damage of ranged attacks by 5%, down from 10%.

    * Polarization: Now increases the bonus on Enhanced Conductivity by 3-6%, down from 4-8%.

    ZONES

    CITY CORE
    * IA: Field Study: Fixed potential wrong assets spawning for groups of 10-14 characters.

    FROZEN TEMPEST
    * Crucia:
    - The projectile that creates Storm Cannons travels much faster, removing the risk of situations where there is no cannon to negate Exploding Tempest.
    - Characters dying on the second platform no longer create Scattered Storms.

    PELLADANE
    * Achievements: Chain of Command: Fixed Unuarangecon (... say that three times fast) counting toward a kill of Diocletian, interfering with completion of this achievement.


    ITEMS
    * The Bleeding Sky: Stats corrected - the 'old' version is now The Ancient Bleeding Sky and you can petition to trade it for the new DPS-oriented version if desired.
    * The set bonus "Rage of the Flamesire" has been fixed.
    * The Pet Yeti can now be loved by characters of all levels.
    * Strandling Spider is now Bind on Account.
    * Planar Jerkin, Shoulderblades of the Gorger, and Reinforced Planar Breasplate now have more Calling-appropriate stats.

    Not really considering Spiritual Scrutiny is a 1 hour buff. The instant-cast BOJ is a bit gimmicky but it's replacing Waterjet since it hits harder during movement and will proc Life and Death Concord. And.. you can stack Scourge with Vex. Currently testing on the PTS to see what my DPS is like =]. Minor damage reduction to one thing but boosts to others might actually be for the best.

    Yeah I'm curious what sustained DPS looks like. Bursty short fights don't count. Keep me posted <3

    I'm hoping they stabilize dps on inquisitor and buff it to be competitive. It's why I started playing a cleric. It's simple and works well for me. I hate complicated rotations.

    I had dps drop from 12k down to 7k on my cleric in fights - dps is good for burst, but sucky for sustained.

    Depends on how you look at it, fixing the rng/sab exploit means that rogues will have to switch to mm/rng which means they will be doing less dps. /shrug

    Personally, I refuse to play rng/sab, the other rogues in my guild do though. The only time they really out DPS me by a large margin is if there is absolutely no target switching. Or, if we alter the strat a little to allow them to stay on one target the whole time. Even at those times, yeah, I am behind them, but I am beating the crap outta Clerics/Mages. If they do have to switch targets somewhat frequently, or in most 5-mans, I keep up with them on DPS.

    Uh, target swapping for RNG/Sab (61 Rng version) is actually good because your Spike Charge bleeds on your targets. If they're doing worse DPS target swapping, then they have been playing this spec wrong the entire time. Our Rogues utilize this spec and are always top DPS even during encounters where target swapping is required. Their DPS always goes higher on Regulos while target swapping between DPSing Regulos and Regulos' Eyes or Regulos' Spines. By the time Spike Charge falls off their previous target, whatever they swapped to is already dead and they're back on their main target like they never swapped.

    * Rift Implosion: Fixed a bug where Rift Implosion would not enjoy the benefits of bonuses to Builders, like Surging Energy.
    * Fiery Burst, Icy Burst: Cost reduced.
    * All Bursts: Damage reduced.
    * Scald: After using Icy Burst on targets affected by Fiery Burst, Scald deals damage based on 10-30% of attack power - down from 15-90%.
    * Burst Capacitor: Now increases damage of Bursts and Scald by 8-40%, up from 4-20%.
    * Quick Burst: Increases Attack Power and Weapon Damage contribution to Burst attacks by 40%. Power cost of Burst attacks reduced by 30%.
    * Burst Synergy: Now increases the damage of the next 3 Burst abilities by 40%, up from 25%. Buff now lasts up to 30 seconds.
    * Rift Familiarity: Increases Elemental damage by 5-10%, up from 3-6%.

    • And of course, we decked it out in all the Carnival themed regalia!

    Meanwhile i was doing my usual snooping around on the PTS last night trying to check out new achievements like this one:



    As if on cue, up it pops a bit later



    It seems you get to be a party pooper and disrupt the Storm Legion's party by cracking some beer kegs, killing drakes and robbing lots of dragon balloons



    It seems to be an early test version though, completed all the zone objectives and nothing else happened so no boss screenies or anything

    What date did this event start last year? I've been playing a ton of games now that I'm max level in Rift, but want to make sure I focus on playing nonstop when this thing hits because I love Rift events and their rewards.
