I think these two images summarize correctly:

(From http://wow-hints.fr/?p=989 a french article about Raging Blow, by Ratak (Wraith@EU-Sargeras))

Above 20%, you can almost always delay a Raging blow. If you can use RB during you next CS, just wait. If you can't, use RB before Enrage fades.
Below 20%, use RB when it's available outside of CS, reach 120 before each CS, use four Execute during CS (so, no RB during CS. )

    Thanks that helps a lot.

Note that you can cast RB earlier in the first case. It's just that you can delay it that much if necessary (for instance if you have a Bloodsurge proc you can BT-WS-WS-WS-BT-RB or if you have multiple targets you can BT-WW-WW-BT-RB) but you can also BT-..-RB-BT, if you have nothing else to do.
The idea is just to cast RB during CS and if you can't, to cast it during Enrage. And it's almost never useful to cast RB as soon as availabe (except below 20%.)

Um did you mean RB, you almost always want to be hitting BT on CD.
