I hope not, I hated that mechanic for AoE on my shaman so I definitely don't want it as Ret. It would be okay if they tweaked it so it doesn't depend on your current target. I think it would be cool if HotR stacked censure on targets hit, and DS would proc SoT off the censure stacks and refresh the duration.

Hrmm... A) SoR procs per target, dealing 6% weapon damage to all nearby targets. Thus, for 10 targets, you have 10 procs with a Hammer, and each proc deals 6% weapon damage to all nearby targets... bit too well scaling. Seal of R would be alot better if it just did the old, each proc hits 2 additional targets.
