WW weapon help QUICK please :)

So i'm rocking 2 fully upgraded Garkal fist weapons.

Would the normal mode staff from Tsulong be better? I'm thinking no. Ideas? Thoughts?

Staff. Dual wield is better if your fists item level is at least equal to staff/polearm level. So 504 > 2x 497. Plus you get 500 agi an 320 haste/crit from legendary rewards.

Is the item level rule for both weapons or just the mainhand?

Both as far as I know. heroic spirit kings polearm is better then heroic mh fist + normal oh fist.
