Why cant buff low lvl players anymore?

Tried to buff lvl 35 priest with my lvl 90 mage, it says "target too low lvl". What the hell? 5% crit + 10% spell dmg is so game breaking. Propably not worth a topic, but things like this annoys me. Who did these changes?

They have to be level 58 or higher to get that buff; you can only apply it to characters of the level that the buff started at. Mages don't get it until 58.
