Hello forum,
I've been considering going destro for some casual fun for a long time now, but I just haven't had the opportunity to take the time to go through with it (regemming, reforging and the missing theorycrafting). But now I am and I stumbled upon this issue..
I cannot locate any information regarding Chaos Bolt DOT haste breakpoints. Do any of you know of any data on this?

They don't exist. The Chaos Bolt dot is fixed at 3 seconds and does not scale with haste.

Yeah, the chaos bolt will just do 25% extra damage over 3 seconds, regardless of haste.
