Resi % = [100-(100*[0.99^(Resil Rating/310)])]+40
Though it looks changed on PTR, so yeah.

Check out the sticky thread by Eldacar in this very forum. He does a wonderful job of explaining PvP Resilience, and Power as well if you're in for a good read.
