A second dwarven district
From where do you want to get earth to fill up the hole?
What does it matter if it is not a bustling Nation anymore, neither is Quel'thalas and it is still independent, just like the city state of Dalaran. Turning it into the new sparkly park of Stormwind, because it looks nice is a total waste from a lore standpoint. Just let people from theramore and Gilneas build a few new homes and be done with it.
He who sees his own doom can better avoid its path. He who sees the doom of others can deliver it.
I'd like to see a Gilnean district although I suppose it won't happen due to Blizzard not really caring about the Worgen after their pretty cool starting area and the fact that they sort of already have one in Darnassus. I don't think a Pandaren china-town area will happen unless they get one in Orgimmar as well (and we don't really have the room for it). I think the most probably thing is it'll be rebuilt in a future expansion and it'll be related to whatever features that expansion has (a district for some new class or race).

Perfection is so horribly dull, don't you think?
Dogtown or pandatown.
Now you see it. Now you don't.
Uhhh Quel'thelas still has a Kingdom. Eversong? The Ghostlands? Quel'Danas?
Dalaran has no "kingdom" anymore. If we take the Silverpine/Hillsbrad quests as canon (Which why wouldn't we?), then the vast majority of Dalaran forces in that region is gone. Comparing Quel'thalas to Dalaran is entirely disingenuous. Silvermoon is not a city-state, as Eversong, the Ghostlands, and Quel'danas fall under Silvermoon's jurisdiction. Why would they waste time having people from Theramore "rebuild" instead of just move into Dalaran now that Jaina rules it and its solely Alliance based.
I'm not sure what you're using to judge it a total waste from a "lore standpoint."

i wanna see "you got owned" banner signed by deathwing ^^
I still don't get why they decided Deathwing would do that. It added pretty much nothing to the Alliance story and didn't in the least bit seem to provoke any reaction from them, the plot gets worse when apparently the Alliance had captured Thrall - the main person trying to stop Deathwing.
It's why it being a crater still bothers me besides it's appearance, as I'm left scratching my head as to why one sixth of Stormwind was destroyed.

Oh, hardly. It's a social construct imposed by an awareness of our own mortality. -Walter Bishop
Actually come to think of it I just remembered something.
Back when not much was known about the Theramore incident beyond that it gets destroyed by a mana bomb and Jaina's hair goes all white as a result I had this theory that Jaina had gone all "mage super saiyan" and pulled off some kind of insane teleportation spell that basically ripped her tower in Theramore out of the ground (much like the Kirin Tor did with Dalaran) and teleported the whole thing across the ocean to Stormwind to spare it from the blast putting it down in the remnants of the park with a new district being built up around the tower in remembrance of Theramore. I didn't know Jaina would become the new top dog of the Kirin Tor and thought it would be an idea to have her live in Stormwind.
Of course this didn't happen and the only reason anyone survived was because of Rhonin but I still think it might be a good idea to have whatever they put there be related to Theramore in some way.

My point is Dalaran is older than Stormwind, not to mention Stormwind has no claim to it whatsoever. It is still a magi city and the whole reason Dalaran was founded was so that said magi could practice their skills undisturbed by outsiders. Even with Dalarans outlying territories gone it is still a strong city state, just like Theramore has been. Should it become a part of Stormwind and the council of the six becomes a subject to the royal line of Wrynn I have only one word for that development and that is pathetic.

Gilnean district, think it would look rather nice in the same shape as the park with there style buildings. They could also make park like center too.
Gilnean District... those guys Don't have home. There is few on them in darnasus and their king is in Stormwind... Y ? if goblins and trolls have their own district in ogrimmar and gnomes in ironforge Y shouldn't pitty worgies have their own corner...
P.S. to those to like mix of draenei worgen and pandarian district mix, have some imagination !!! those r 3 totally different races and to mix their "culture" in 1 district would be ridiculous: Dull misty houses mixed with exotic Pandarean nature and their Asian buildings and with them would be mystical/magical crystals from Draenei ship.... Come on !! fu
What would give you the impression that Jaina would suddenly submit to the wills of Varian? We've already seen that she snubs him at every turn. It would make sense for Jaina to park her city next to her allies when this is over, especially since her former lands are all destroyed and/or occupied by enemy forces.
According to what? The Silverpine quests have you killing everyone there and then they become Forsaken. They even participate in the final battle against Gilneas on the side of Sylvanas. The events at Ambermill did get retconned if that's what your referring to.
