As Enhancement, I am soaking the Strength Sparks on Heroic Will. I am using Windfury/Rockbiter to help ... if I Unleashed Fury-->Unleash Elements the Spark, will it do 40% Less to me? Sometimes it feels like it is...though others, it doesn't...

as enhancement you could use shammy rage and astral shift if UE doesn't work.

Yes, it works. But it's ALOT better for your dps and overall comfort to just make a gearset macro which switches to two weapons that have double rockbiter-> Unleash on the spark (if you unleash on something else you wont get the reduction from spark)-> switch back and dps.
Worked like a charm for me.
