It would be odd to give a coded CD to boss abilities (beyond a few seconds) since I imagine they just code in something that says use this when following conditions met.

Aren't those beams those beams that go from each wing to that central spire, eventually unlocking the teleport to LK? Like, clear blood wing, red beam etc.

They're server scripts for the beams that go into the teleporter for the Lich King as you killed each wings final boss.
