I'm a Rogue and I also made a spreadsheet for the Order Hall that is updated for BfA.
Well, I checked around the internet and I found a forum from July '11 with people having the same issue. The OP apparently had a tech come out and change the port which is what supposedly fixed the issue.

I also did a tracert and I'm getting a time out on the third hop with some poor ms on the ones closer to 10.

Im having the exact same issue. Its kinda shitty, but theres nothing I can do about it. Ive tried going through proxies, resetting everything, nothing works.

Edit: I forgot to mention I'm also watching Netflix atm (which we all know eats bandwidth like a fat kid eats cake), but it's still slow without Netflix. I'll throw another tracert up later without Netflix. Too lazy to turn it off atm though

I heard youtubes contract had run out with some isp's and they have limited the bandwidth untill It's restored. This might be bogus, so don't quote me on this
The forum post was from almost 2 years ago. Granted, the OP said he got a tech to come out and apparently it got fixed after, but if this is true, then fuck. Also, why would my Youtube be fine for 3 months and then all of a sudden just start glitching up like this?

Try putting "CA" before the link of the video. Like this: "ca.youtube.com/". This helps me for some reason, but you may have to do it before every video, I'm not sure. Also note, I live in the US.

No, I'm not. I use Comcast. I found that "ca" thing on Reddit, that's all I know sorry.
Ive noticed popular entertainer channels load better than none, I can watch =3 at full hd and then I try to watch some random video and it barely creeps along at 480p...

Yes, I have also noticed the difference. It probably started 1,5 year ago. Maybe caused by their programs that gather information about us or their servers are being managed in some smart, not understandable by us way.
And the fact that u cant replay without reloading again.....cmon
I've noticed that youtube will run perfectly fine for me if I do not put video qualities above 360p , even though I have very good internet and watch streams on twitch.tv at 1080p every single day(been doing so for years since it was still Justin.tv) , it gets very annoying when i want to check out game previews in the highest definition possible to ogle at all the pretties.
Now the video will eventually run if I put the Defition to either 720p or 1080p but it will take a decent amount of time to load.
Okay here's the thing. Some time ago, Google bought Youtube, and they are currently switching from youtubes old servers to googles new ones, and since youtube had servers all over the world, certain part of the world will be experiencing a lot of lag. Here in sweden where I come from, I had the same experience you are describing, 2 hours to buffer 10 seconds and so forth. There is no solution for it. just take a break from Youtube for a couple of weeks to let the server transfer complete.

Even though I'm in the same geographical location and have the same ISP as you OP, I'm inclined to say this is an issue on youtube's part. Videos everywhere else run fine, and my speedtest came normal.
I get the same problem every now and again, with everything working fine but I can't stream even 240p, tends to go away after awhile though.
Youtube is in development to make another horrible video viewing setup, that's why.
