I wish they would remove exp from bgs

Why? The queues would be even worse than they are now. It was a terrible experience for non-twinks until they were separated, and going back to that time will only cause even more QQ.

I'm really curious as to why you feel this way... The more the merrier, especially with low-levels active level being adjusted properly in 5.2. More people to queue with = better queues.

How effective is the exp gained in a bg during the bg's weekend? I kind of want to start a new toon, but I really don't want to quest again.

I've leveled the last 5 of my toons through battlegrounds.

I care not for the rate of xp though on certain battleground holidays (AV) it can be really good.

I do it because it's hella-fun and I'm not pressed to get to max-level pvp. Each bracket has its' own flavor. Enjoy the ride.
