    Talents
    • Blazing Speed is now a level 15 Talent, rather than level 30 talent. No longer has a restriction on activation. This replaces Scorch.
    • Flameglow (New) Protects you with fiery energy, absorbing [ 20% of Fire Spell Power ] damage from each attack against you (up to a maximum of 30% of the attack). This is a level 30 talent that takes the spot of Blazing Speed.
    • Frost Bomb now explodes after 4 sec, down from 6.
    • Frostjaw's effect can be interrupted by damage.
    • Greater Invisibility now has a 1.5 min cooldown, down from 2.5 min.
    • Ice Floes now has a 45 sec cooldown, down from 60.
    • Invocation was reworked: Removes Evocation's cooldown and reduces its channel period and duration by 50%. Completing an Evocation causes you to deal 15% increased spell damage, but passively regenerate 50% less mana, for 60 sec.
    • Rune of Power increases mana regeneration rate by 75% when standing on your Rune, down from 100%.

    Arcane
    • Arcane Barrage damage reduced by 35%. No longer lists SP scaling amount.
    • Arcane Blast Now costs 1.67% of Base Mana, up from 1.5%. Base damage increased by 15%. SP scaling reduced by 23%.
    • Arcane Charge now stacks up to 4 times and lasts 10 sec, down from 6 times. Now also consumed by Evocation. Evocation's mana generation is increased by 25% per charge. Now increases damage by 50% per charge, up from 24%. Now increases Arcane Blast's mana cost by 150% per charge, up from 125%.
    • Arcane Missiles base damage reduced by 39% and SP scaling reduced by 22%.

    Fire
    • Critical Mass Multiplies the critical strike chance of your Fireball, Frostfire Bolt, Pyroblast, and Scorch by 1.20, down from 1.5. The tooltip does not yet reflect the change to 1.3.
    • Inferno Blast now spreads to 3 nearby targets, up from 2.
    • Mastery: Ignite now works off of direct damage caused.
    • Scorch is now a Fire spell. Now costs 2% of Base Mana, up from .1%.

    Frost
    • Fingers of Frost now has a 15% (was 12%) chance to activate from Frostbolt, Frostfire Bolt and Frozen Orb, and a 5% (was 4%) chance to activate from Blizzard.
    • Frostbolt damage and SP scaling increased by 32%.

    Major Glyphs
    • Glyph of Deep Freeze now removes it from global cooldown but also reduces its duration by 1 second.
    • Glyph of Evocation now causes the Invocation talent to restore 10% (was 40%) health after completing an Evocation.
    • Glyph of Fire Blast has been replaced with Glyph of Inferno Blast. Glyph of Inferno Blast causes damage-over-time effects spread by Inferno Blast to spread to 1 additional target.
    • Glyph of Ice Lance now causes Ice Lance to deal 50% damage to 1 additional target, up from 40%.

    Monk (Forums)
    • Blackout Kick is no longer limited to 2 targets. Now hits 4 additional nearby targets for 50% damage. Serpent's Zeal no longer stacks twice.
    • Chi Burst healing and AP scaling increased.
    • Chi Torpedo damage and AP scaling increased by 15%.
    • Crackling Jade Lightning damage increased by 100%. Mana cost slightly increased.
    • Eminence now heals for 25% of the damage done, down from 50%.
    • Enveloping Mist healing and SP scaling reduced by 32%.
    • Gift of the Serpent creates Healing Spheres with a 1 minute duration, down from 3. If the Healing Sphere expires before being used, an ally nearby within 6 yards of the sphere will be healed for 50% of the effect.
    • Healing Elixirs now heals the Monk for 15% of maximum health, up from 10%.
    • Healing Sphere now has a 1 minute duration, down from 3. If the Healing Sphere expires before being used, an ally nearby within 6 yards of the sphere will be healed for 50% of the effect.
    • Jab now costs 8% of Base Mana, up from 3%.
    • Paralysis is now a physical, non-magical effect, can no longer be dispelled, grounded or reflected, and its base range has been increased to 20 yards. The Paralysis effect lasts 40 seconds (was 30 seconds) for non-player targets, 4 seconds when used against other players, and lasts 50% (was 200%) longer when used from behind a target.
    • Spear Hand Strike no longer has a resource cost. Now silences for 2 sec, down from 4 sec.
    • Spinning Crane Kick now costs 7.15% of Base Mana, up from 5.5%.
    • Surging Mist now costs 8.8% of Base Mana, up from 8%.
    • Tiger Palm (Mistweaver) damage doubled.
    • Zen Sphere now has a limit of 2 (was 1), detonates when either the recipient reaches 35% health or the Zen Sphere is dispelled, no longer costs Chi, and has a 10-second cooldown. Its periodic damage has been increased by 22%, periodic healing has been reduced by 61%, its detonation healing has been reduced by 62%, and detonation range has been increased by 40%.

    Talents
    • Charging Ox Wave now has a 30 sec cooldown, down from 60 sec.
    • Chi Burst now does more healing, no longer costs Chi, and has a 30-second cooldown.
    • Chi Torpedo damage and AP scaling increased by 15%.
    • Chi Wave no longer costs Chi, now has a 30 sec cooldown, and does more damage and less healing.
    • Dampen Harm can now be cast while stunned.
    • Healing Elixirs now heals the Monk for 15% of maximum health, up from 10%.
    • Ring of Peace forms an 8 yard Sanctuary around a friendly target for 8 seconds, disabling enemy player auto-attacks in PvP, and causing all enemies (both players and NPCs) in the area of effect to be disarmed for the duration. In addition, enemies that cast a damaging spell while within the area of effect will be silenced for 3 seconds. The ability has a 45-second cooldown.
    • Tiger's Lust no longer costs Chi.

    • Brewing: Tigereye Brew now gains 1 charge after spending 3 Chi (was 4 Chi), increases damage by 1% per stack (was 2%), can stack to 20 but only 10 charges can be consumed per activation, and a user interface alert displays upon reaching 10 charges. Stacks of Tigereye Brew are cleared at the start of a raid encounter. This ability is improved by Bottled Fury.
    • Combo Breaker (New) You have a 12% chance when you Jab to cause your next Tiger Palm or Blackout Kick to cost no Chi within 15 sec. Monk - Windwalker Spec.
    • Mastery: Combo Breaker grants an additional 1.60% damage per Tigereye Brew stack.
    • Rising Sun Kick causes all targets within 8 yards to take an increased 10% damage from your abilities for 15 sec, down from 15%.
    • Spinning Fire Blossom now scales with weapon damage rather than attack power.
    • Storm, Earth, and Fire (New) The Monk splits, summoning an elemental spirit to attack the target. The Monk can split into up to 2 elemental spirits at a time. The spirits will attack their targets and mirror your damaging abilities. However, for each elemental spirit summoned the Monk's own damage will be reduced. 1 Spirit Summoned - Monk and spirit deal 60% of the Monk's normal damage. 2 Spirits Summoned - Monk and spirits deal 45% of the Monk's normal damage. The elemental spirits will last until the Monk cancels the effect or their target dies or is otherwise unavailable. Monk - Windwalker Spec. 10 Energy. 40 yd range. Instant.
    • Touch of Karma no longer costs Chi.

    Windwalker & Brewmaster
    • Nimble Brew (New) Clears you of all root, stun and fear effects and reduces the duration of future such effects by 60% for 6 sec. Nimble Brew can be cast while stunned or feared. Monk - Windwalker & Brewmaster Spec. Instant. 2 min cooldown.

    Major Glyphs
    • Glyph of Path of Blossoms was replaced with Glyph of Paralysis - Your Paralysis ability also removes all damage over time effects from the target. Major Glyph.

    Paladin (Forums)
    • Blinding Light now has a 1.8 sec cast time, down from Instant.
    • Censure now has spec specific tooltips, doing less damage for Protection.
    • Consecration damage increased by 800% and AP scaling reduced by 10%.
    • Hand of Sacrifice now has spec specific tooltips, and can dispel a friendly target when cast by a Retribution Paladin.
    • Judgment now costs 5% of Base Mana, down from 5.9%.
    • Sanctity of Battle (Protection) now also works with Shield of the Righteous.
    • Seal of Righteousness now causes melee attacks to deal 9% weapon damage to all targets within 8 yards, up from 6%.
    • Seal of Truth now has spec specific tooltips, doing less damage for Protection.

    Talents
    • Eternal Flame - The heal over time is increased by 100% if used on the Paladin.
    • Hand of Purity now also reduces all damage taken by 10%.
    • Light's Hammer now has a 14 sec duration, down from 16 sec. Now also reduces enemy movement speed by 50% for 2 sec.
    • Repentance now has a 1.7 sec cast time, up from 1.5 sec.
    • Selfless Healer now boosts Flash of Light by 20/40/60% (was 33/66/100%).

    Holy

    Protection
    • Consecration damage increased by 800% and AP scaling reduced by 10%.
    • Grand Crusader now can also proc when you dodge or parry a melee attack. Proc rate from Crusader Strike or Hammer of the Righteous reduced to 12%, down from 20%.

    Retribution
    • Absolve (New) Your Hand of Sacrifice also removes all harmful Magic effects from the target. Paladin - Retribution Spec.
    • Seal of Justice now causes melee attacks to deal 20% additional Holy damage, up from 16%.
    • Sword of Light now increases the damage you deal with two-handed melee weapons by 15%, up from 10%. Now also increases the healing done by Flash of Light by 100%, up from 30%.

    • Binding Heal Heals a friendly target and the caster for [ 12,452 + 112.4% of Spell Power ]. Low threat the caster, and a third friendly target within 20 yards for [ 9,962 + 89.9% of Spell Power . 5.4% of Base Mana. 40 yd range. 1.5 sec cast.
    • Devouring Plague Consumes all of the caster's Shadow Orbs to deal [ 1,642 + 78.3% [ 1,643 + 78.6% of Spell Power ] Shadow damage and an additional [ 274 + 13% 13.1% of Spell Power ] Shadow damage every 1 sec for 6 sec. Also heals the caster for 1% of their maximum health when it deals periodic damage. Damage and healing increased based on the number of Shadow Orbs consumed. Instant.

    Their stacks go up to 4 now, instead of 6, and give 50% bonus damage instead of 24%, which is 200% increased damage over 144% increased damage.
    Arcane Blast mana cost increases by 600% at 4 stacks, as opposed to 750% at 6 stacks.
    Hence Arcane is going to have less ramp up time, slightly less burst, but a similar level of sustained damage, whilst focusing more on Arcane Blasts instead of Scorch Weaving.

    They'll likely get nerfed again, unfortunately. I don't think people realize how much damage they can do now (but they will). Meanwhile, the thing they actually want to do (which is heal) and the problems with it will probably go unaddressed.

    What a terrible, terrible patch for PvP. The season is going to be unplayable for anything other then DK, Rogue, or Frost mage.

    Currently you get it from a quest drop as a one time thing, now they made the recipe discoverable.

    Unofficial note too, when fishing in pandaria you no longer catch junk regardless of skill level.
    Instead of junk you always catch golden carp instead, raising to normal fish once you hit the skill level.
