You can't enter TOES when you haven't killed the last boss in HoF apparently. But does this count for the entire raid, or just the Raid Leader? If i was to join a pug with a raidleader that cleared HoF, can i enter the raid?
As long as the Raid leader has killed the last boss of HoF, you can enter it too.
Just the raid leader. For example, we sold an Empress kill to a single player, and their guild was able to go into Terrace.
