I picture these things as being on a scale, and whatever you take away from order and game balance you add to options and variety. Conversely whatever you take away from options and variety you add to game balance and order.
The two things are intertwined in gaming design.
So what side are you on? Personally, I favor less options and variety for more order and game balance.
