You have to Copy your 90 to the PTR to use it.

you can. In the character select screen there is a Create level 90 template button.

Technically no, you can copy most of the MPQs from your live install.

I've installed PTR. When I log-in it says language under development. I click it, choose a pvp realm and there are no realms available?
