problems with PC startup, reset, and shutdown.

everything was fine until I installed a capture card which happened to be the first time I used a PCI-E slot on that motherboard.

Now when I restart the PC I eventually get a "no signal" on my monitor then the PC will shutdown completely and turn itself back on a few seconds later. If I turn the PC off, it will go to a black screen but never actually shut down, forcing me to use the switch on the power supply.

If I plugged the HDMI cables through the capture card, the PC won't even start up properly. It goes straight to a black screen and does nothing.

Well, I figured the capture card was defective since the problem began the moment I plugged it in until I took it out and realized I am still having the same problems. So far I switched HDMI cables, used 3 different PCI-E slots, reinstalled the operating system, and reinstalled all the drivers... The problem is exactly the same.

I am assuming the capture card triggered a problem with the motherboard. any thoughts?

Could be incompatible with the latest display drivers if it's an old card.
