1 - do I need to be max level to be able to collect items like Kor'kron Lumber to buy vanity itens like Griftah's Authentic Troll Shoes?

2 - does anyone know if this event will be permanent or temporary? the achievement you gain for it sounds awfully temporary. it's a feat of strength and mentions doing things in patch 5.3, specifically.

I just don't want to miss the troll shoes on my many many low levels, and there's no time to level them up
