For example, should Blizzard create a designated PvP spec for each class that showcases the main concept and abilities of the class?
This way, PvE classes aren't adversely effected by PvP and vice versa, and Blizzard can focus on making the two aspects of the game better for their respective audiences. There is no way we can balance the game as long as PvP and PvE pull at each other constantly.
Also there can be abilities that are exclusive to PvP and abilities that are exclusive to PvE.
What do you think?

No, Then are PVP and PVE seperated alot more.

Just make these specs for pvp, and ignore others.
Death Knight - Unholy
Druid - Resto
Hunter - Surv
Mage - Frost
Monk - loldontcare
Paladin - Holy
Priest - Disci
Rogue - Sub
Shama - Resto
Warlock - Affli
Warrior - Arms
Pvp will never be balanced, if they'll try to make Frost Mages viable in pve for example.
