Yes it's mastery, haste isn't affected by DoC

Depends on how many RPPM procs you have depending on how good Haste is going to be i'm sure it will never pass Mastery for a while... Generally Mastery->Crit-/=/<Haste

DoC buffs your bleeds, mastery buffs your bleeds. Obvious answer is: mastery !

Outside of having a Rune of Re-Origination, mastery will be the top priority secondary stat. Followed by crit then very closely haste.
