No. Hand of Protection only affects physical spells. On meg, all 3 breath debuffs are magic.
Edit: Worth noting, hand of purity is absolutely amazing on this fight either for mitigating damage from the breaths or dropping on people with cinders if you want them to clear some frost patches before dispelling.
