Considering how whacky the story has been, probably anyone.
Best guesses are Garrosh, big chin, or (curveball) Jaina.

I think it's Jaina. I have a lurking feeling that she's going to be killed off in siege, and that'll be the reason, because it's been confirmed that Garrosh is not being possessed or influenced by anyone of anything, he's just a "bad apple" is how they put it.

Considering that the Alliance's participation in the War only came about because Garrosh used the Cataclysm to start it up, I can't actually put my finger on somebody other than he.
But Blizzard has said he isn't corrupted, so...

Half the major lore characters in WoW are terrible in pretty much every respect. Mary Sues and cliches through and through.
