Incorrect. Sac is viable well before full Heroic BiS, normal BiS is plenty.

What about an average item level of 506 (Raid finder gear). Am I better off using service or should I switch to sacrifice?

Probably better off with Service still. Sac requires a ton of Haste, UVLS, another RPPM trinket and the legendary Meta to work as intended.

I've always thought it was weird when people used "normal BiS." It's not the best in slot, heroic gear is, so it's better off saying "BICG," or "Best I Can Get."

Don't nitpick. Saying normal BiS is easier and more simple than explaining that you need roughly a 522 ilvl with proper trinkets and the legendary meta. People know what normal BiS means.
