Found this in valley of the four winds, fully functional permanent portals, strange it wasn't added to patch notes, possibly there all along?

Just went there on PTR, no portals.

I'm going to make a wild guess here, but those aren't 'portals' we can use. They are just using the same portal animation to show the magical waters of the vale flowing from the mouth of the statue, nothing more.

nope currently still using them on live servers, maybe you guys didn't do the proper quest(s).

I'd say it's got something to do with how there's no water on the other side of those giant fountainheads.

AKA, portals for the water to flow through.
