does deter work on council

to negate the frostbite? like before it's casts n shit, I have been trying to deter it but I've never gotten it, and I'm detering as soon as the blue arrow pops up over my head if I get it, I read some posts online where people say they don't think it does, anyone know for sure? or am I just a bad.

No it doesnt work, i tried to do same as you, after i "failed" few times, i tried use deterrence when boss cd is finished, so deterrence was up before blue arrow and i still got debuff.

yes the DR works.. it just doesn't make you immune

well, that's good to know, I knew I was getting deter up before, I'm sure some people in the raid were thinking I prolly just blow.
